Santa Clara County Assessor's Office Presents at July Lunch & Learn
On Wednesday, July 16, 2025, an expert panel from the Santa Clara County Assessor's Office came to SILVAR to present at this month's Lunch & Learn. The expert panel included Greg Monteverde, Acting Assessor; Neysa Fligor, Assistant Assessor; Autumn Young, Deputy Assessor; Nora Galvez, Standards, Services & Exemptions Division Chief; and Mai Shearer, Real Property Division Assistant Chief.
The presentation, "Property Transfer and Valuation in Silicon Valley," offered an in-depth exploration of various topics impacting both REALTORS® and property owners in the South Bay and Peninsula. Much of the panel discussion covered Proposition 19, a complex ballot initiative that has dramatically altered the landscape of the state's property tax transfers. The panelists detailed its implications, especially how it impacts intergenerational property transfers.
Beyond Proposition 19, the session delved into common scenarios associated with new construction projects in Silicon Valley. This included an examination of how new construction can trigger reassessments and how various factors, such as permits and completion dates, affect property valuation. The panelists explained that understanding these scenarios is important for REALTORS® who work with clients on new developments or property owners undertaking major renovations.
The panelists also provided an overview of various exemptions and exclusions available for property tax, covering situations from homeowner exemptions and exclusions for certain types of transfers to those related to disaster relief or specific types of improvements. This information helps homeowners minimize tax burdens legally and effectively.
The overarching goal of this event was to improve the knowledge base of REALTORS®, equipping them with the nuanced understanding required to navigate these intricate property laws. Simultaneously, the information was tailored to empower homeowners with the knowledge needed to make informed decisions regarding their assets, understand their tax obligations, and plan for future property transfers.
This event was part of SILVAR's monthly Lunch & Learn series, which hosts speakers who cover topics that help REALTORS® deepen their understanding of local real estate issues and learn new professional skills.
